NOAA is once again predicting an "above-normal" hurricane season. They say they don't expect a repeat of last year's record-breaking season, but still:
The main uncertainty in this outlook is not whether the season will be above normal, but how much above normal it will be. The 2006 season could become the fourth hyperactive season in a row.

This reminds me of the kind of person who keeps talking about "when my life gets back to normal" as they continue to fall from crisis to crisis, often of their own making. At what point must it be acknowledged that the bar for "normal" has in fact moved up a few notches?

In the case of NOAA and hurricane cycles, I believe they're using a fifty-year baseline (1951-2000). That'll probably keep for a while.
