Or, at least, is requiring everyone crossing said borders to quarantine for two weeks:
Due to rising COVID-19 case counts across the Northeast, effective on November 10, 2020, the State of Vermont has suspended its leisure travel map and implemented a mandatory quarantine for anyone returning or traveling to Vermont.
Back in those halcyon days of summer, when New England cases counts were dropping, Vermont posted a "leisure travel map" (https://accd.vermont.gov/covid-19/restart/cross-state-travel); anyone from a northeastern US county with less than 400 "active cases per million" could travel to Vermont without needing to do a COVID-19 quarantine.

There are now no such counties in the northeast, save for a few in Vermont itself (and one in New York state). So now everyone is expected to quarantine.

The phrase "Vermont is closing its borders" is a throwback to the old Flash browser game Pandemic 2, which was quite the Cool Kids Thing To Do back in November 2008. The goal of that game was to kill off the entire human race with a designer plague of your choice. The island of Madagascar was one of the most difficult places to infect, mostly because the locals were all too willing to do intelligent things like keep potentially infectious foreigners out; thus, seeing "Madagascar is closing its borders" during gameplay usually meant you (the plague designer, that is) were going to lose. Again.
