I've always thought that it would be useful for Congress to read this at the start of every season, only have some sort of random on-camera appearance so that everyone will have wanted to read it through a couple of times so they don't look too stupid (more stupider?) on CNN when the camera hits them.
Not that I think it would cause any particular change in how they legislate our country. Not unlike the politico on Colbert Report who wanted the Ten Commandments displayed somewhere but who couldn't name them on-camera.
