They probably want to be eligible to service certain government offices, which might require all management be done by people with such clearance - even if they are technically unable to *see* the data (e.g., even if it's on an encrypted drive for which they don't have access to the key, and all they can do is click the "reset" button on the VM console - they may still require the clearance).
