Arrest Rove in the White House itself? Not very likely. Arrest Rove somewhere on the streets of DC, or in some fancy restaurant? That I can see happening.
(And, yes, the President can issue pardons for folks who haven't been convicted of anything. For example, Ford pardoned Nixon.)
