They're looking for old ways to fill up those ranks. A Representative from NY introduced the Universal National Service Act (http://thomas.loc.gov/cgi-bin/query/D?c109:2:./temp/~c1096e8wqZ::) back in February. Translation: if passed, the government could draft anyone, male or female, between the ages of 18 and 42.

It was referred to the Subcommittee on Military Personnel, and is apparently still sitting there. No co-sponsors, and apparently no twin in the Senate. Yet.
